Draw the profile of the tier.
Draw the profile of the tier´s ring.
Re edit the bezier line to adjust your wheel profiles.
Lathe the tier profile.
With lathe tool move the center of the lathe to the wheel´s center .
Lathe the ring profile
Make your wheel a shape so you can copy and update those copies all at once
later on.
Copy the wheel so we can see the car´s proportions.
Draw your car shape profile in all the views(Left, Front, Top) using a bezier
line.
Lathe that profile that describes the side of the car(180 degrees).

Same with the roof.
Convert those lathered shapes to bezier surface.

This way we can edit the bezier points in a simple way.
Lets reshape the body bezier surface, from your top view. Select all the points
except the ones on the symmetry of the car(the middle ones).
Move the points to meet the profile of our car from our top view.
Same from our side(Since we have used our side profile to lathe) this shape
will be closer to our design . How ever we need to adjust the point to define
the lower part of the body´s car.
We are starting to get some feelings of what our car is going to look like.
But we still need to work our roof
Lets reshape the roof bezier surface.
Select the all the points except the ones in the middle line(Symmetry of the
car). And move them to get some with for our roof.
Readjusting those points to make it less sharpened
Now we have almost half of the car(still need some readjustment to do, but we
can do it later).Now we want to see the whole car, to model it better.So lets
select all the parts that are half of the car(wheels, roof and body) and lets
make it a shape called "Half of the car".
Lets copy the shape "half of the car".

Lets go to the transform option window. Add a minus(-) on the scale X axes(this
way we do the same as mirror that side. If you have the pro version you can
use the extension mirror)
Lets put them together from the middle line
Now if we modified half of the car you will see that change automatically on
the other side. Therefore we can continue doing more readjustments.
Now we have the general body of the car but it will be our job to start from
here to add more details and breaking the shape into all the panels cars(once
the main shape has been deifined complitelly). Breaking the body into al the
parts of the cars is another
tutorial.
